ugh help me out

Well heres my problem guys i grabbed a chipset offline somewhere and I'm using it in my rpg, but the toplayer overlaps the bottom layer and idk what to do im pretty sure the color is right its a light pink but idk i cant see anything thats on the bottom layer.. any ideas what to do?

Import the resource (button between database and music-player)
Make sure to click the desired transparent layer to make it flash.
