Hmmm... the red thing seems to off the coloring of the head which looks odd.

Neither.
You need the best of both worlds, go with the one on the left but make the outlines a LOT darker.

People are picking the right because it visually HAS an outline, just don't do pure black, do very dark variations of the colours.
Looks a lot better in my opinion.

Yeah. darken the colored outlines, and try to make them just a slight different darker hue. It's gives a sense of depth and 3d... although it isnt all that much.

Yeah, what I do is I'll make the dark outline, then the first shade color is about 3 shades lighter, then I go 1 shade lighter for each color after that.

Well my style of doing sprites is that it is outlined, though in most of mine the outlining is an extreme dark hue of the color.  I think it makes it look less flat.  Though thats just me.
