i need a free utility that can rip a picture out of its backround. my best is paint.

No, you just streached the originial picture too much after you pasted, such as in the bottom one.  You can see the pixels too well.

Wait a minute, if you're trying to take images out of pictures, thats called rendering, and you need photoshop or paint shop pro to do that well. Ripping is taking sprites from a game.

Yeah, that's rendering.

Paint doesn't really resize images that well. To be honest, even the big expensive programs have a little trouble when you scale too far from the orgininal. But with Paint ANY resizing, bigger or smaller, will very noticably distort the final product.
