I'm a bit conifused. Can you help me?

I'm trying to impliment a Golden Sun weapon Unleash system in RM2k3 (sounds crazy, I know).  It's simply... not working out.  For those of you who are unfamiliar, it's when a mystical weapon unleashes a magical attack at random.
Theoretically, my formula SHOULD work, but it's not.
I will post some screenshots so that anyone willing to help will have visual aid, and possibly tell me where I'm going wrong.
