Try buying or printing out famous anime.
Learn the basics, like eyes and mouth, or hair.
Then combine their styles to make your own. :D

This doesn't go here . . .

Hmm . . . either download some manga or check out some online doujinshis (MegaTokyo and VGCats are good choices.)  Or, if you prefer, go to HowToDrawManga.Com and pick up some books and supplies.  There was a site that had the tutorials from the How To Draw Manga books posted, but I can't remember the URL.  Try searching for it.

The way I see it. If you do use these books/sites you will never have your own style. So don't draw every thing they tell you or you will be using the same stayle as about 1,000,000 different people.

I am a firm believer in the "you have to know the basics before you can break them and create your own style" idea of art.

I am not much of an artist, but I can recomend the How To Draw Manga books Seth mentioned. They have a lot of examples and not a whole lot of text, which is great.

The books help if you need ideas for clothing and stuff but really what you should do is just keep drawing alot and ask around for tips.
