Nah, we got snow only in one part here down south, at the top of our highest mountain, and even so only for a few days and in a reaaaaal small area. I managed to see it once, but not ever since.

Well, the chance that a squirtle have water gun at that point is quite low as well right? I mean: tackle > bubble > withdraw > water gun.
So let's say it's a plot hole of some sort.
And it's cooler to see a squirtle use water gun to attack instead of tackle all the time.
