It's based on the Pokemon's ID, which is randomly assigned. So a starter can be a shiny, yeah.

I actually saw no difference in the Golems  
And I don't know about the EV thing, I think that's Pokerus.

Also, shiny Totodiles look hideous.

That's just the "nature" or whatever, which is created due to the PV.

The chance to get a shiny is loooooooooooooooooooow. In fact it's so low that you'd be lucky to even see one of them during your 100hours of pokemon.

I think it's a 1 in 840000 that you find a shiny pokemon or something.

The colour is the only thing that makes them special. And since everyone can get a Mewtwo in their Leaf green or fire red -  a shiny pokemon have a much higher value since it's rare.

A shiny legendairy pokemon on the other hand is super rare since the chance of shiny on special event pokemons are decided upon starting the game and not before the encounter.

Oh I thought it'd be noted in their stats or whatever when they were shiny.

Also, I'm pretty sure this isn't new to these games, but either I forgot or didn't really notice...  does the nature of one Pokémon (in this case Bashful) changes anything?
