Ok, as of my knowledge there was an offline one, but it isn't near as good as the online. I don't believe there is a faceset one.

On first forum page, you can read forum titles: there's one called "Offline BattleChar Generator". A WHOLE FORUM!
And you're asking IF there's an offline battle-set generator...

And, in the FIRST PAGE OF THIS CHARAS.EX BOARD, there is a thread called "Offline Faceset Generator Beta"...
