What program is used to create a battle charas and where can i get it? or is it just any paint program?

ok, since i just use a paint program. do I have to allign them a certain way or anything?

Yes, you do, The spacing needs to be exact or the character will shift around awkwardly, which is why editing an existing battle character is highly recomended.
