I use Anvil Studio to create midis. The main site can be found here: http://www.anvilstudio.com/

Hmm, on the topic of good RPG Maker games. I've only played a few that I felt stood out from the rest.
Try playing "The Way" Ch.1-5 or "A Blurred Line" if you haven't already.

I use Anvil for all of my midis and The Way is a good game series plus you can find all kinds of game a www.gamingw.net
It has a lot of good RM2K-RM2K3 games

Legion Saga was also a great series.
and I use Noteworthy composer for my midis.
