Battle Animation Framerate

How many frames it would take for a battle animation to be exactly 1 second long?
I have this system in the DBS where you have 1 second to press a button, and you can do a special attack if you press it in time. It even comes up when your opponent attacks you. Think along the lines of Vagrant Story.
I want a bar to go along the top of the screen with a box in the middle. When you can do this kind of attack, an arrow will start on one of the box's sides, then start to move. When it's in the box, you can press the button then.
If that sounded confusing, I just want to know "How many frames it would take for a battle animation to be exactly 1 second long?"
Will 60 frames be it exactly? Or will it be something special like 24? Or is it just 1?
I don't need any coding at all for this. I've already figured out how to do it in the DBS. I just need my question answered.

i think for every 10 frames is a second. It may be different for battle animations though. Not too sure there.

500 frames is nowhere near 50 seconds, so 10 = 1 idea is a no-go.
I find two wait 0.0 equals 1 frame.

I did a bit of testing, and I found that it shows 40 frames in just over a second, so there could be anywehre from 30 to 39 frames in a sec.

You can't access the main page due to a bug in Internet Explorer. So you'll either have to use a different browser to see it, or clear your cookies.
And Alex is the head admin and the creator of Charas.

Ah. Forgive me then.
Anyways, we're going off topic, so if you don't have anything you'd like to add to the question, let's just leave this thread be.
