is there any way to make a monster move in battle. Like can you have a monster with the same battle animations as the char

You cant have an idol/defending/etc stances like a char, but if you make an animation involving that monster you can make it move when it atttack.

You'll have to use a CBS or pictures.... but that's hard to do.

Monsters who have the "flying" box checked will move up and down in battle as if they were floating. To get any more movement than that, you'd need a CBS.

It can be done, but it's probably more trouble than it's worth. And you can only have a certain amount of poses, and those poses are static... so yeah. You're better off with a custom battle system, or perhaps a mock-up of the DBS with some custom features.

Zanzibar, please don't post in topics if they're over a week or so old.
But to answer your question, a CBS is a Custom Battle System. It takes a lot of time and effort to code one in RM2K3.
