As default: Nope.
I guess you can find some way to make it work, since you can have emulators on most consoles.

Well, yeah, but you can't play RM2003 games on that.

Nope.
However, if you're talking about different OS's, I think WINE supports 2k3 games.

Is there any way to get rpg computer programs onto a gaming system? I dont want to buy the rpg maker for the PS. Infact, I dont think I want any rpg maker for a game system. I want to be able to make a game on the computer and then import into a game system. Is it even possible?

I'll just say "no".
The amount of work it would take to port an entire engine would be a lot for one person, which is why it took an entire Enterbrain to port RPGM to a new system in the first place.
You CAN however, use custom made 2k3 graphics and program an entire engine for a new system, but it would take quite a while, and you'd have a pretty limited audience.

What about burning them into a disc? The disc size is the same size as Playstation. I think theres a gameshark for the PS here somewhere. Whats the point of having rpg mkr when you cant even share it? Seems like people would have to come over just to play it.

Well you can share it... just not on a gaming console.

No.
It simply wouldn't work due to the massive hardware and software differences.
Like I said, you'd be better off programming your own.

You can create a gamepack of the game, upload it to the internets and let people download your project. That way people can play it.
You don't need a console to play this after all, the PC is just fine. RPGM2k3 is still a non-profit tool.

Yeah, but I want to be able to experience my games outside of the computer. If not Rpg2k3, then what about Rpgmkr VX or XP? And whats up with this video? It shows rpg maker but I keep being told it's impossible....

EasyRPG is a RPG Maker 200x clone project. The video shows the working PSP port of the EasyRPG Player.
Still Work In Progress. Video using SVN revision 241.

Not actually RPG Maker, but a similar project someone is working on.
