When inporting the charset, click on the background to make it transparent.

I don't get what your saying. Clicking on it doesn't do a thing :S

I guess you need to explain better.

First, make sure that your resource is 256 colours (8 bit) and has the proper dimensions.

You will want to import the picture with the Resource Manager.  Click the button at the top (or pres Ctrl+I) and then select the proper section (Charset for charset, faceset for faceset, etc.).

Click the Import button, then select the desired file.

Now, a popup window should come up, showing you the correct resource.  When this happens, you need to click the background colour.  The background colour is the single colour that you don't want to see in game (such as a pink transparent background).  Clicking this colour, the background should start to flash.  This indicates that it is selected as the background colour.

Now, the resource should work in game.

You do actually. Go to Tools->Resource Manager and use that to import your resources.

For future reference, RPGMaker 2003 (also known as Rm2k3) is the popular preference here on charas.  It's safe to assume that any tutorials or answer is made with 2003 in mind, m'kay?

Go to tools, resource manager, import. Import your resource, then click the color you want to be tranparent.

EDIT: I've noticed I'm just repeating what everyone else has already said. Clearly you havn't even tried any of the said methods.
