What programme?

I know this sound stupid but what Programme do you use to make your own chip set and char set

and also when i try to import my own charset i made with char maker it's say BITmap Size is irregular why's that happening

size problem:
look at the rtp, noice how it has 8 charsets on it?  that is the size you need.  use the rtp for an example

Any graphics program will do - there's no special program that makes charasets for you.

You can use Microsoft Paint if you want. I use that mostly. Making chipsets is mostly about art and making sure things line up properly. There isn't a program that makes it easy, or if there is, I don't know about it.

iDraw3 has grids which show you where to line up each frame. I use it and it works for me. Google it or something.

Ultimate Paint is good for 24 or 32 bit bmp or png convertion.  You can then use Idraw to edit the colors you want to use.
