Judging by the links inside the links, and discarting all words I don't know the meaning of, it seems they are trying to shut down the internet. Again. Or something around those lines.

Teens giving up MyFace and uTube?

Political candidates giving up their connections to the youth?

Men giving up their BROWSING OF VARIOUS MATERIALS?

Good luck with that.

It's not worth fussing over it. Any political figure that tried to back something like that would be out of office so fast, and they know it.

I read the article posted; the terms posted say that, if this whole thing is adopted, Intellectual rights and such will be enforced like bitches, and anonymity will be lost forever; no more pirating, certainly, and no more user-generated content. No Youtube, Viddler, Facebook, 4chan, SA, Newgrounds, and most certainly this site.

...What does that leave the internet with?!
