They shouldn't be. Fair use, and all that jazz.
However, there are most definitely trolls about.
Copyright claims aren't really thoroughly looked into on youtube, for some stupid reason.

It is against copyright to arrange or remix a piece of music without consent of the original composer with the exception of anything in Pubic Domain.  =/

Disagreed. It's to protect the original creator of it and for them to be sure who uses their work. Without these laws, you could easily get mixed up with who created what.

You can do it legally -- but it costs lots o monies because you are buying the rights to mess with the song.  Marching Bands do it all the time to popular music as well as band music.
