I guess you weren't around for any of the "SUBMIT CHARAS BANNERS HERE!!!" threads. That's where he was going with the lols. It's been suggested many times, but nothing ever happened.

There should be a contest, with an all-deciding vote on the winner. Dictator-style, shut up if you lose type ****.
 All I saw was that people couldn't agree.  
There should be a panel of poeple that will vote; it doesn't have to/ damn well shouldn't be everyone.
Entries should not have to have the same format as our current one.
A definite deadline is neccesary.
Others' opinions on the candidate banners should not be allowed to be posted during the actual contest, in the actual thread.

Didn't mean to command it... XD  those were just the problems I saw on the countless times it was tried.

 I didn't know or think of remaking smilies.  That'd be more fun.
