My new computer will be arriving in a few days.  Yay!

I'll have to reinstall all of my Steam games!  ****.

Delete everything in your Steam folder except for Steam.exe and the Steamapps folder, copy it across to the new computer, then run Steam.exe in administrator mode. It does some quick updates and everything works as normal.
