MS Paint.

Using anything else (unless you are doing the thing to keep your colors from changing) is for pussies.

Or people who realize you can make your work easier and less tedious. :p I used paint for so long, and once I got PS, I tried it again. Such a relative pain in the ***.

I use MS Paint. PS is nice, but I'm just more efficient with Paint somehow.

The sprites:

I've two options: learn or ask. I think I'll try and learn first...if it's the case, I'll do it me'self heh.

EDIT 2: DO NOT use those battlers without giving credit to Dollmage, from RMXP.org.

It's the default drawing program that comes with PCs that run a Microsoft OS. You know. Paint.

I use the standar Microaoft Paint, and then Irfan view to decrease colour depth and the saturation from times to time.

Hell Yeah! Just recovered all my old rm2k/3 games from my 10 year old, broken laptop hard drive that had been formatted and had a new OS installed on it. Oh, and I did all of this from my phone. WIN
